The Win32 version of DP4 can detect when autoloading of the database manager is complete before allowing an application to continue. This is not possible with 16 bit DP4. This value specifies the delay, in seconds, which a 16 bit application that is attempting to autoload DP4 allows for the autoload to complete successfully.
