If 1, DEBUG.OUT is flushed to disk after every diagnostic. Otherwise DEBUG.OUT is flushed when the ERRLOG program is closed down.

There should be no reason to use this under Windows NT. Under Windows 95 it might be useful if a DP4 system causes Windows to hang completely.
